Cyflwyniad: Gwrthryfel Difodiant ac Argyfwng yr Hinsawdd

Esboniodd aelodau amrywiol eu rhesymau dros ddefnyddio technegau heddychlon o anufudd-dod sifil ac am eisiau i'r llywodraeth weithredu ar unwaith. Roedd deugain miliwn o bobl ledled y byd wedi cymryd rhan yn y diwrnod protest diweddar gyda 1000 o bobl yn Aberystwyth a 100 yn cymryd rhan yng Nghynulliad y Werin.

Fe wnaethant awgrymu tri cham y gallai'r awdurdodau lleol eu cymryd:

1. Gwella sicrwydd bwyd trwy ddarparu mwy o ardaloedd tyfu

2. Darparu mwy o lonydd beicio a thrafnidiaeth gyhoeddus

3. Tynnu tanwydd ffosil o bortffolio pensiwn y gwasanaeth sifil

Tynnodd y Cynghorwyr sylw at y gwaith yr oedd y Cyngor Tref eisoes yn ei wneud o ran plannu coed, darparu rhandiroedd - gyda mwy o fannau tyfu ar y gweill, cefnogi teithio egnïol, ymgyrchoedd fel Aberystwyth Di-blastig ac Aberystwyth Cyfeillgar i Wenyn. Roedd pob cynghorydd wedi cefnogi'r cynnig Argyfwng Hinsawdd, a nodwyd y camau ychwanegol a ganlyn:

  • Adrodd yn ôl ar gamau gweithredu a chwrdd â Gwrthryfel Difodiant yn rheolaidd
  • Dylanwadu ar gynghorau cymuned eraill
  • Cynghorwyr Sir i ailgyflwyno'r cynnig i Gyngor Ceredigion
  • Ymchwilio i'r ffordd orau i ddylanwadu ar y Gronfa Bensiwn
  • Pob cynghorydd i gymryd camau personol

Presentation: Extinction Rebellion and the Climate Emergency

Various members explained their reasons for using peaceful techniques of civil disobedience and for wanting the government to take action immediately.  Forty million people around the globe had participated in the recent protest day with a 1000 people in Aberystwyth and a 100 taking part in the People’s Assembly.

They suggested three actions that the local authorities could take:

  1. Improve food security by providing more growing areas
  2. Provide more cycle lanes and public transport
  3. Remove fossil fuels from the civil service pension portfolio

Councillors highlighted the work that the Town Council was already doing in terms of tree planting, provision of allotments - with more growing spaces planned, supporting active travel, campaigns such as Plastic Free Aberystwyth and Bee Friendly Aberystwyth.  All councillors had supported the Climate Emergency motion and the following additional actions were noted:

  • To report back on actions and meet with Extinction Rebellion regularly
  • Influence other community councils
  • County Councillors to reintroduce the motion to Ceredigion Council
  • Investigate the best way to influence the Pension Fund
  • All councillors to take personal actions

(84)

Cynnig (Cyng Talat Chaudrhi): Annibyniaeth i Gymru

PENDERFYNODD y Cyngor i ddod â hyn, ac eitem 83, ymlaen er mwyn galluogi aelodau'r cyhoedd a oedd yn bresennol i adael ar ôl y drafodaeth.

Cyflwynwyd wahanol safbwyntiau gyda neges gref bod annibyniaeth bellach yn cael ei chefnogi ar draws pleidiau gwleidyddol a bod y nod ar gyfer Cymru sy’n gyfartal, parchus, amrywiol a chyfiawn, o fewn Ewrop.

Cofnodwyd y bleidlais:

  • Yn erbyn: y Cynghorwyr Claudine Young a Charlie Kingsbury
  • Ymatal: y Cynghorwyr Brenda Haines a Steve Davies
  • Yn cefnogi: y 12 cynghorydd arall fel y nodwyd o dan eitem 67 ar yr agenda (Presenoldeb)

Derbyniwyd y cynnig yn briodol.

Motion (Cllr Talat Chaudhri): Independence for Wales

Council RESOLVED to bring this, and item 83, forward to enable the members of the public present to leave following discussion.

Various views were presented with a strong message that independence was now supported across political parties and that the aim was for an equal, respectful, diverse and just Wales, within Europe.

The vote was recorded:

  • Against: Cllrs Claudine Young and Charlie Kingsbury
  • Abstained: Cllrs Brenda Haines and Steve Davies
  • For: 12 other councillors as noted under agenda item 67 (Attendance)

The motion was duly carried.

(83)

Cynnig (Cyng Alex Mangold):  yn erbyn ‘Her y Gyllideb

Cyhoeddodd cynghorwyr fuddiant personol (gweler eitem 69 ar yr agenda)

Er bod cynghorwyr ar y cyfan yn cytuno y gellid ystyried bod Her y Gyllideb yn bychanu brwydrau ariannol pobl, roeddent hefyd yn cydymdeimlo â'r anawsterau sy'n wynebu swyddogion cyngor a oedd dan straen cynyddol oherwydd toriadau blynyddol i’r gyllideb. Nodwyd cyfradd llwyddiant siomedig rhai mathau traddodiadol o ymgynghori, megis cyfarfodydd cyhoeddus.

PENDERFYNWYD newid y cynnig ac fe’i gytunwyd wedyn.

Mae’r Cyngor hwn yn galw ar Gyngor Ceredigion i ailystyried o ddifrif ei‘ Her Gyllideb ’ar-lein gyfredol…

…. Mae pecynnu toriadau cyllideb fel gêm yn ymddangos fel rhywbeth sarhaus ac anystyriol. Gallai ei bwrpas ymddangos fel symud y baich o weithredu toriadau i'r rhai a fydd yn dioddef fwyaf ohonynt.

Os yw’r gêm yn ffurfio rhan o’r ‘ymgynghoriad cyhoeddus’ ar gyfer cynnydd treth gyngor y flwyddyn nesaf, mae yna ffyrdd llawer gwell, llai sarhaus a llai diffygiol o gynnal ymgynghoriadau cyhoeddus dilys (ee siarad â thrigolion, e-bost, holiaduron ac ati). ’

Motion (Cllr Alex Mangold): against ‘the Budget Challenge’

Councillors declared a personal interest (see agenda item 69)

Whilst councillors generally agreed that the Budget Challenge could be seen as trivialising people’s financial struggles, they were also sympathetic to the difficulties facing council officers who were under increasing strain due to annual budget cuts. The disappointing success rate of some traditional forms of consultation, such as public meetings, was also noted.

It was RESOLVED to amend the motion which was then carried.

this Council calls on Ceredigion Council to seriously reconsider its current online ‘Budget Challenge’ …

….   Dressing budget cuts up as a game comes across as offensive and inconsiderate. Its purpose could be seen as shifting the burden of implementing cuts on to those who will suffer most from them.

If the game forms part of the ‘public consultation’ for next year’s council tax increase, there are far better, less offensive and less flawed ways to carry out genuine public consultations (eg talking to residents, email, questionnaires etc).’

Ceisiadau Cynllunio:

Planning Applications:

78.1

A190639 – Lidl, Parc Rheidol

DIM GWRTHWYNEBIAD ond yn wyneb yr argyfwng hinsawdd a’r angen i blannu coed, mae Cyngor Tref Aberystwyth yn mynnu bod coed yn cael eu plannu yn y maes parcio (nid mewn tybiau) yn y lleoliadau a glustnodwyd yn flaenorol fel rhan o’r caniatad cynllunio gwreiddiol ychydig flynyddoedd yn ôl. Bydd hyn yn gwneud iawn am y storfa estynedig.

A190639 – Lidl, Rheidol Retail Park

NO OBJECTION but in view of the current climate emergency and the need for tree planting, Aberystwyth Town Council insists that trees are planted in the car park (not in tubs) in the locations earmarked for tree planting as per the original planning consent some years ago.  This will serve to offset the extended store.

NO OBJECTION

78.3

A190694 – Meithrinfa, Ffordd Y Gogledd: Newid o dŷ i westy gyda parcio oddi ar y stryd

Mae’r Cyngor Tref yn GWRTHWYNEBU am ddau reswm:

  1. Colli'r ardd ffrynt ar adeg o Argyfwng Hinsawdd.
  2. Byddai'r mynediad car newydd yn creu problem diogelwch i gerddwyr a thraffig sy'n pasio. Mae yna hefyd safle bws yn union gyferbyn â'r fynedfa arfaethedig.

A190694 – Meirthinfa, North Road: Change of use of dwelling to guest house with off street parking

The Town Council OBJECTS for two reasons:

  1. The loss of the front garden at a time of Climate Emergency.
  2. The new car access would create a safety issue to pedestrians and passing traffic. There is also a bus stop directly opposite the proposed entrance

5.2

A190738 – Hillcrest, Felin y Môr

Mae Cyngor Tref Aberystwyth yn GWRTHWYNEBU’N GRYF. Mae'n ymddangos ei fod yn dŷ mawr iawn sy'n cymryd mwyafrif y plot a fyddai'n achosi colli golau a phreifatrwydd ac amwynder i eiddo cyfagos. Mae Cyngor Tref Aberystwyth yn bryderus iawn na fyddai seilwaith y ffordd / mynediad yn cynnal peiriannau / peiriannau a lorïau trwm yn enwedig yn ystod y broses ddymchwel. A fyddai gan Gyngor Ceredigion reolaeth briodol dros y dymchwel ac yn gyfrifol am oruchwylio'r broses ddymchwel? Mae'r mynediad yn gyfyng iawn ac ond yn caniatáu i beiriannau fynd i mewn mewn un cyfeiriad gyda lle cyfyngedig iawn i symud ac heb le i wahanu deunydd. Mae'r datblygiad arfaethedig hwn hefyd mewn maes o Ddiddordeb Gwyddonol Arbennig a gallai gael effaith niweidiol ar fywyd gwyllt. Mynegir pryder hefyd bod lleoliad y garej wedi'i ymgorffori yn yr adeilad fel y gellir dymchwel y garejys presennol ac o bosibl eu defnyddio fel mynediad yn y dyfodol ar gyfer datblygiad pellach ar raddfa fawr. Credir bod yr ymgeisydd hefyd yn berchen ar dir cyfagos. Mae'r orsaf bwmpio carthffosiaeth leol eisoes yn ei chael hi'n anodd ymdopi â chynhwysedd ac ni all ymdopi â datblygiad pellach o'r fath

A190738 – Hillcrest, Felin y Môr

Aberystwyth Town Council STRONGLY OBJECTS to this application. It appears to be an extremely large house taking up the majority of the plot which would cause loss of light and privacy and amenity to neighbouring properties.  Aberystwyth Town Council is  extremely concerned that the infrastructure of the road/access would not sustain heavy machinery/plant and lorries especially during the demolition process.  Would Ceredigion Council have proper control for the demolition and be responsible for supervising the demolition process?  The access is very restricted and would only allow plant to enter in one direction with very limited space to manoeuvre and with no room to segregate material.  This proposed development is also in an area of Special Scientific Interest and could have a detrimental impact on wildlife.  Concern is also expressed that the position of the garage has been incorporated into the building so that the existing garages can be demolished and potentially used as access in the future for further large scale development.  It is believed that the applicant also owns adjoining land. The local sewage pumping station is already struggling to cope with capacity and could not cope with such further development

Siomedig iawn bod y gwaith eisoes wedi cychwyn, gyda’r ffenestri llawr cyntaf eisoes mewn lle. Yn unol â chanllawiau Cymorth Cynllunio Cymru  gofynnir am ffenestri pren neu alwminiwm. A ddylai hwn fod yn gais cynllunio ôl-weithredol?

A190757 – 19 Eastgate

Deeply disappointed that the work has already commenced, with first floor windows already in place. Wood or aluminium windows are preferred in accordance with Planning Aid Wales guidance.  Should this be a retrospective planning application?
