• Bilingual promotional materials were also requested.

Financial assistance of £8,000 was requested from Aberystwyth Town Council. Financial support to be discussed in the next Finance Committee

• Murlyn Côr y Castell: roedd partneriaeth rhwng adrannau Economi ac Adfywio a Gwasanaethau Ieuenctid y Cyngor Sir wedi creu murlyn lliwgar yno gyda phlant ysgol gan ddefnyddio paent a fyddai’n rhwystro graffiti. Roedd digwyddiad lansio ar y gweill.

Cyng Mark Strong:

• Gweithgor Craffu Cydweithredol Gofal Iechyd y Canolbarth: Roedd y gweithgor yn agored i’r cyhoedd. Dylid ei hysbysebu mor eang â phosib.

VERBAL reports from Ceredigion County Councillors on matters ONLY pertaining to Aberystwyth Council:

Cllr Endaf Edwards:

• Côr y Castell shelter mural: a partnership between the County Council’s Economic and Regeneration department and Youth Services had worked with school pupils to create a colourful mural using anti-graffiti paint. A launch event was planned

Cllr Mark Strong:

• Mid Wales Healthcare Co-operative Scrutiny Working Group: The working group was open to the public. It should be advertised as widely as possible.
• Alexandra Hall: a meeting was being held with the County Council to look at tidying up the area.

Cllr Alun Williams:

• Refugees: this was the third year of the scheme and another 13 were due to come in the next couple of years. Aber Aid had hosted an additional family. Finding accommodation within the private rented sector was difficult due to the gap between funding received from the Home Office (£480 per month) and actual rent rates.

Aberystwyth Town Council calls on the Home Office to withdraw the need to apply for settled status for EU nationals currently residing in the UK and up to the date of departure from the EU

It was unanimously RESOLVED to support the motion and to send a letter to the Home Office signed by all councillors. This would also be publicised by sending a letter to the Cambrian News etc and stressing that everyone is welcome in Aberystwyth.

Climate Emergency:

In response to the petition, and given that many of the actions requested by the petition are not within the legal responsibilities of the Council, the Council RESOLVED to take action to address climate and biodiversity issues only within its areas of responsibility:

• to draft an open letter to Westminster, the Welsh Government and the County Council to declare its recognition of the climate change and biodiversity emergency and to ask them to respond to it fully and to take proper action to combat the emergency.

• to plan a series of meetings to engage with the residents of the town to develop a plan of action and to publicise what the Town Council is doing.

Advancing Aberystwyth: Matthew Newbold - Development Officer and Mark Joseph - Chairman provided an overview of projects.

Council comments covered issues such as:

• Greater use of the beach eg deck chair hire
• Reducing plastic take-away packaging
• Location of, and potential disturbance from, the proposed zip wire
• Light and noise pollution from Tesco as far as the Buarth
• Paddling pool maintenance costs
• Touch screens – teething difficulties and bilingualism
• What kind of Aberystwyth is being promoted and what type of tourist is being attracted
• Lazers to deterr seagulls – to be looked at as a joint venture
• Christmas lights – joint committee

It was RECOMMENDED that Council supports the proposed setting up of the Joint Christmas Lights Committee.

Yn dilyn y cyfarfod gyda swyddogion Ceredigion a’r Cefnffyrdd i drafod lleoliadau a chostau addas, ARGYMHELLWYD bod cymaint o'r safleoedd arfaethedig â phosibl yn cael eu plannu (yn amodol ar gyllid).

ARGYMHELLWYD hefyd y dylid anfon llythyr at yr Adran Ystadau yn cefnogi plannu coed y tu ôl i Neuadd Alexandra.

Street trees 2017-18 and 2018-19:

Following the meeting with Ceredigion and Trunk Road officers to discuss suitable locations and costs it was RECOMMENDED that as many of the proposed sites as possible were planted (subject to finance).

It was also RECOMMENDED that a letter be sent to the Estates Department supporting tree planting behind Alexandra Hall.

Eisteddfod Ceredigion: cadarnhawyd y gallai'r Cyngor ddarparu £24,000 dros gyfnod o dair blynedd (£8,000 y flwyddyn)

Ceredigion Eisteddfod: it had been confirmed that the Council could provide £24,000 over a period of three years (£8,000 per annum)

Chairing Training: it was RECOMMENDED that the training be held on 12 March.  All councillors to be notified. Subject to numbers, neighbouring councils to be notified

Grant Cyfleoedd Chwarae: Roedd yn rhaid gwario'r £3500 erbyn diwedd mis Mawrth. Gofynnwyd i Gyngor Sir Ceredigion am ddyfynbris i adfer y fraich siglen ym Mhenparcau a gwneud y gwaith tir angenrheidiol. Roedd angen mwy o ddyfynbrisiau.

Play Opportunities grant: The £3500 had to be spent by the end of March.  Ceredigion County Council had been asked for a quote to restore the swing arm in Penparcau and do the necessary ground works. More quotes were needed.

Ymweliad Fritz Pratscke: ARGYMHELLWYD darparu £500 ar gyfer derbyniad ar y cyd i Fritz er mwyn cydnabod ei waith wrth ddatblygu'r bartneriaeth gefeillio rhwng Kronberg ac Aberystwyth.

Fritz Pratscke visit: it was RECOMMENDED that £500 be provided for a jointly hosted reception for Fritz in order to acknowledge his work in developing the twinning partnership between Kronberg and Aberystwyth.

Gwersi Cymraeg: ARGYMHELLWYD bod angen o leiaf pedwar disgybl i gyfiawnhau gwario £350, ar gyfer cwrs o 10 gwers. Cynghorau cyfagos i gael gwybod am y cyfle.

Welsh lessons:  it was RECOMMENDED that a minimum of four attendees were needed to justify the expenditure of £350, for a course of 10 lessons.  Neighbouring councils to be informed of the opportunity
